First I started with layering different shades of watercolor paints onto our watercolor paper. I let them dry before stamping my image onto the paint. While I waited for the paint to dry I grabbed the Damask Embossing folder, and the circle Diffuser and ran a piece of White Dairy Cardstock through my cuttlebug. I inked up the raised impressions with Poppy ink, and stamped the sentiment in the center with Black Ink. The flowers and sentiment is from Blooming Expressions stamp set.

I actually had to enlarge your image to take a better look at it because it looks so perfect that it is hard to see that it is actually watercolored and not stamped! Wow - that's great work!
